Prime Minister Mostafa Madbouly said the first phase of Cairo Metro Line 4 represents a major addition to Egypt’s public transport system, describing it as a strategic project linking areas of Cairo and Giza with new urban cities and increasing reliance on modern, sustainable public transport as part of the State's efforts to build an advanced transport network meeting the needs of the “New Republic.” Madbouly made the remarks on Sunday, September 13, 2026, while he was inspecting the first phase of Cairo Metro Line 4, which extends for 19 km and comprises 17 stations — 16 underground and one surface station — from west of the Ring Road on the outskirts of 6 October City to Fustat station.
The premier's inspection was part of his tour of a number of transport projects in Giza and Cairo. Transport Minister Kamel El-Wazir said the project is one of modern public transport projects being implemented as part of the Transport Ministry’s comprehensive plan to maximize urban transport projects and expand modern and sustainable public transport.
Madbouly inspected work sites on the project, beginning with the fourth-line heavy maintenance workshop. The workshop is being built on an area of about 316,500 square meters and comprises 30 buildings to accommodate heavy maintenance, inspection, servicing, washing and storage of 23 trains.
Madbouly also inspected a number of Line 4 trains inside the workshop and boarded one of them, while reviewing the status of the supply and manufacture of the line’s trains. El-Wazir said that five trains had arrived, the latest on Sept. 5, and were currently undergoing static and dynamic tests.
Factory tests had also been completed for trains No. 6, 7 and 8 ahead of shipment, while assembly of train No. 9 had been completed. Manufacturing work was continuing on trains No. 10 through 16, out of a total of 23 trains planned for operation on the line, the minister added.
Madbouly and his delegation then headed to Hadayek Al-Ashgar station, the first station of the first phase of Line 4, located west of the Ring Road on the outskirts of 6 October City. The station covers about 7,100 square meters, with construction work 68.4 percent complete.
El-Wazir said during the tour that overall progress on the first phase had reached 65 percent, with civil works on the western section 80 percent complete, civil works on the eastern section 46 percent complete, electromechanical works, track and workshop works 67 percent complete, and rolling stock works 48 percent complete.
He stated that the project is being implemented, for the first time in Egypt, using six tunnel boring machines simultaneously to build the tunnels for the phase. The tunnels for the first section, from Hadayek Al-Ashgar station to Massaha station, with one tunnel in each direction, are being excavated by four tunnel boring machines, two for each direction.
