Prime Minister Moustafa Madbouly on Saturday, September 12, 2026, said that the presidential "Decent Life" initiative falls within the framework of President Abdel Fattah El Sisi’s directives to improve services provided to people across various sectors and implement comprehensive development interventions aimed at bringing about real improvements in living standards in Egypt’s rural villages.
Madbouly made the remarks during a tour of a number of development and service projects in Kafr El-Sheikh governorate, including the expansion project at the northern Motobas drinking water plant, one of the projects being implemented under the "Decent Life" initiative to develop the Egyptian countryside.
Madbouly said the state had not approached rural development as a matter of implementing individual projects, such as a water treatment plant, a school or a health unit, but rather through an integrated package of projects and services. The prime minister and his accompanying delegation were received at the water plant by Minister of Housing, Utilities and Urban Communities Randa el Menshawy, Chairman of the Holding Company for Water and Wastewater Mustafa el Shimy, and a number of company officials.
Madbouly said the work carried out in Motobas district represents a clear example of this approach. The initiative includes 603 projects across 12 sectors in the district, benefiting more than 350,000 people and covering 18 rural local units, 100 main villages and 492 hamlets.
He added that drinking water and wastewater projects were of particular importance because of their direct links to public health, quality of life and urban stability. Madbouly stressed the need for continuous monitoring of pressure levels at the ends of water networks, the quality of produced water, and preventive maintenance programs for plants and networks During the tour, minister Menshawy said the state attaches great importance to drinking water and wastewater projects as key infrastructure projects that directly affect citizens’ daily lives.
She said projects under "Decent Life" initiative, including the expansion of the northern Motobas drinking water plant, are subject to continuous follow-up to ensure they deliver their full benefits and remain sustainably operational. Menshawy explained that the expansion of the Northern Drinking Water Plant in Motobas represents an important addition to Kafr El-Sheikh governorate’s drinking water system.
It will increase available water supplies and improve network pressure, particularly in areas at the ends of the network, directly improving the level of service provided to citizens. The minister noted that the National Authority for Potable Water and Sewage is implementing a total of 127 projects in Kafr El-Sheikh governorate, of which 84 were completed between 2014 and 2026.
