Planning and Economic Development Minister Ahmed Rostom said the economic transformation program for the next three years will focus primarily on improving 'growth quality' and adopting an implementation-driven approach to enhance government performance and build capacity.
Rostom made these remarks during a high-level session titled “Partnering with Egypt: Shared Opportunities for African Business” as part of the first edition of Alamein–Africa 2026 Forum, attended by Transport Minister Kamel El-Wazir, Industry Minister Khaled Hashem, Federation of Egyptian Industries Chairman Mohamed Zaki El-Sewedy, and around 1,500 African investors and business leaders, in partnership with Afreximbank.
He said the government is prioritizing macroeconomic stability as a key enabler, citing recent policies and decisions successfully adopted to address regional and international shocks and geopolitical tensions. The Minister stressed that the government seeks to expand the private sector’s role as the main engine of development, particularly in creating sustainable jobs, increasing value added and deepening local manufacturing.
Rostom announced that the government is continuing to implement the two phases of the State Ownership Policy Document, reflecting its commitment to opening up vital sectors to private investment. He also said the government is nearing the launch of a 'unified licensing window' to facilitate procedures for investors, reduce paperwork and strengthen market mechanisms.
He stressed that the upcoming agenda will focus on comprehensive structural reforms to boost productivity and competitiveness, alongside active market policies and exchange-rate flexibility as a key element of economic transformation. Rostom concluded by stressing that the transition to a knowledge-based and advanced economy requires accelerating digital transformation while increasing investment in human capital by improving the quality of education and building the capabilities of the national workforce to meet the needs of the Egyptian and regional labor markets.
