Minister of Labor Hassan Raddad launched on Saturday, August 29, 2026, the general rules for work regulations for private-sector companies, as one of the key executive decisions implementing Labor Law No. 14 of 2025. The move comes in implementation of President Abdel Fattah El Sisi’s directives to provide a decent and balanced work environment that serves the interests of workers, employers, and investors.
During a press conference, the Labor Minister said that issuing the general rules for work regulations comes as part of the government’s program aimed at achieving greater stability in the work environment, encouraging investment, and enhancing job security for workers, thereby contributing to increased production and supporting the comprehensive development efforts taking place in the New Republic.
He explained that the general rules were issued after obtaining the opinion of the Supreme Council for Social Consultation, which includes representatives of the government, employers, and workers. He noted that they were prepared through positive and constructive dialogue that takes into account employers’ needs and interests in regulating work, while at the same time safeguarding workers’ rights, promoting a culture of rights and responsibilities, helping reduce disputes, and achieving greater stability in workplaces.
The Minister said that the step represents a new milestone in building a modern, balanced, and fair work environment in the Egyptian labor market, stressing that the general rules are part of implementing President Sisi’s directives to provide a decent work environment that complies with international labor standards and strikes a balance between protecting workers and supporting investors and employers.
He pointed out that practical implementation over the past years had revealed several difficulties related to internal regulations at some establishments. Some regulations, he explained, had been prepared in a standardized manner that did not suit the nature of the establishment, its technological developments, the number of employees, or its administrative structure, resulting in some cases in a gap between the published regulations and their actual implementation.
