Minister of Housing, Utilities and Urban Communities Randa El-Minshawy inspected the Alam El Roum development project on Tuesday, July 21, 2026, accompanied by Deputy Minister for Utilities Ahmed Omran, Head of the Ras El-Hekma City Authority Walid Abdel Rahman, and senior ministry officials.

During the visit, El-Minshawy reviewed the progress of construction works, describing the project as a successful model of public-private partnership in delivering integrated urban and investment developments that support the state's strategy to attract investment and maximize the value of state assets.

She added that the project is one of the country's promising tourism and development ventures, contributing to sustainable development in Matrouh Governorate while strengthening its position as a global tourism and investment destination. The project, being developed by Qatari Diar, spans approximately 4,900 feddans along a 7.2-kilometer Mediterranean coastline.

It involves $3.5 billion in direct investments, with total projected investments expected to reach $29.7 billion. Current works include construction of the project's main entrance, featuring landscaping, lighting, signage, surveillance cameras, electronic security systems, and a fully equipped security building.

Infrastructure works are also underway, including a 3.5-kilometer dual carriageway with two lanes in each direction, rainwater drainage networks, paving, street lighting, irrigation systems, electrical works, surveillance and low-current systems, as well as a temporary access road to support construction activities.

The project also includes a temporary demonstration center that may later serve as a permanent facility. The center houses the main sales office, a VIP reception area, and a parking facility with capacity for around 100 vehicles. In addition, work is progressing on a 1,000-square-meter beachfront area featuring reflecting pools, wooden walkways and viewing platforms, landscaped recreational spaces, and a beverage area, in line with the project's master plan.

For his part, Qatari Diar Chief Executive Officer Sheikh Hamad bin Talal Al Thani said the Alam El Roum project represents a major milestone in the company's expansion in Egypt, increasing its total land portfolio in the country to more than 40 million square meters.

He noted that Qatari Diar's investments in Egypt currently total around $7 billion and said the project is being developed in partnership with leading international firms, including SOM. He added that the company is committed to implementing the project with Egyptian expertise to create a sustainable destination that supports Egypt's vision for comprehensive economic development.
