“The State is seeking to move social protection beyond cash assistance toward sustainable income generation, combining support for vulnerable families with employment, training and small-business financing,” Social Solidarity Minister Maya Morsy said at the closing of Egypt Forum 2026 on Saturday, October 24, 2026.
Takaful and Karama program currently covers 4.7 million families, while more than 2.2 million families have exited the scheme after improving their living conditions, Morsy said. Over the past decade, more than EGP13 billion ($273 million) has been allocated to economic empowerment programs, benefiting over two million families, she added.
A scheme in Fayoum aims to provide 2,000 decent jobs for women from beneficiary households, including childcare services to help working mothers remain employed. The ministry is also expanding education, food security, housing and disability services to protect families unable to earn a living.
