“Egypt’s GennVax and China’s Minhai have signed a partnership agreement to transfer PCV-20 pneumococcal vaccine manufacturing technology to Egypt,” the Egyptian Drug Authority (EDA) said in a statement on Thursday, October 1, 2026. EDA Chairman Ali El-Ghamrawy witnessed the signing during a visit to Minhai’s facilities in China, where he explored cooperation in vaccine development and manufacturing.
“The agreement aims to localize the production of priority vaccines and strengthen Egypt’s manufacturing capabilities,” the authority said. Egypt has adopted a national vaccine manufacturing strategy covering 2024–2030. During the visit, El-Ghamrawy toured Minhai’s PCV-13 pneumococcal vaccine production line, reviewing manufacturing stages and the technical equipment and technologies used in production.
Discussions also covered potential cooperation in manufacturing technology transfer and the exchange of technical expertise between the Egyptian and Chinese pharmaceutical sectors. El-Ghamrawy stressed the importance of expanding partnerships with specialist vaccine manufacturers to transfer knowledge, develop local production capabilities, and strengthen the sustainability and competitiveness of Egypt’s vaccine industry.
The focus on manufacturing partnerships comes alongside investment in new facilities. Egypt began construction of a $220 million vaccine complex in the Suez Canal Economic Zone in December 2025. The talks with Minhai also addressed opportunities to develop production capacity and technical expertise, strengthen the security of pharmaceutical supplies, and expand cooperation with regional and international markets, the EDA said.
Separately, the European Investment Bank announced a €750,000 technical assistance package in June for studies supporting VACSERA’s planned €50 million vaccine facility. In September, the cabinet approved a draft presidential decree concerning the VACSERA cooperation agreement underpinning those preparatory studies.
The EDA said the Minhai visit forms part of its efforts to expand international partnerships, support technology transfer and attract investment into Egypt’s pharmaceutical industry. Egypt attained WHO maturity level 3 for medicines and vaccine regulation in December 2024, recognizing the stability and effectiveness of its regulatory system.
