The Ministry of Foreign Affairs, international Cooperation and Egyptian Expatriates hosted on Wednesday, June 24, 2026, the signing of eight cooperation agreements and memoranda of understanding between several Egyptian ministries and agencies, the French Development Agency (AFD), the European Union and a number of French companies, in support of development projects across key sectors.
The signing ceremony was attended by Minister of Foreign Affairs, International Cooperation and Egyptian Expatriates Badr Abdelatty, Minister of Transport Kamel El Wazir, Minister of Local Development and Environment Manal Awad, and Minister of Education and Technical Education Mohamed Abdel Latif.
Also, attending were French Ambassador to Egypt Eric Chevallier, AFD Executive Director for Operations Véronique Vouland, and AFD Country Director in Egypt Clémence Vidal de La Blache. Addressing the ceremony, Abdelatty highlighted the evolution of the strategic partnership between Egypt and AFD over the past 20 years, noting that it has resulted in the implementation of pioneering development projects in the fields of transport, energy, water security and infrastructure, contributing to improved public services and supporting Egypt's economic and social development efforts.
The minister said the newly signed agreements reflect the depth of Egyptian-French relations and the two countries' shared commitment to advancing sustainable development priorities, particularly in the areas of healthcare, education, technical and vocational training and green industry.
He described the partnership between Egypt and AFD as a successful model of international development cooperation based on mutual trust and a shared vision, expressing appreciation to the French government, AFD and all Egyptian and French institutions that have contributed to its achievements over the past two decades.
Among the agreements signed were two financing deals worth a total of 300 million euros to support Egypt's Universal Health Insurance System, with the aim of enhancing the sustainability of healthcare services and expanding coverage for citizens. The parties also signed a memorandum of understanding to support primary healthcare services and improve the quality and efficiency of healthcare units across the country.
In the education sector, a grant agreement was signed with the Ministry of Education and Technical Education to support the teaching of French as a second foreign language in public schools. Two letters of intent were also signed to establish applied technology schools in cooperation with the ministries of transport and education.
One school will be established at the Wardan Railway Institute, while the second will be developed in partnership with France's RATP Group, with the objective of advancing technical education and preparing skilled graduates capable of meeting labor market requirements.
The agreements further included a 45-million-euro credit facility to support a sustainable green industry project in cooperation with the Egyptian Environmental Affairs Agency, contributing to Egypt's transition toward a green economy and promoting environmental sustainability.
