The Nigeria Customs Service has ordered the immediate implementation of a new corruption risk-mapping system across its ports, borders, airports and other operational units. The Comptroller-General of Customs, Adewale Adeniyi, gave the directive after signing three anti-corruption documents designed to identify vulnerabilities and introduce measures to prevent corrupt practices within the service.

The documents are the Standard Operating Procedure for Conducting Internal Corruption Risk Analysis and Mapping (ICRAM) Handbook and the Integrity Action Plan. Adeniyi also activated the ICRAM Steering Committee at the Customs headquarters in Maitama, Abuja, on Tuesday, 6 October 2026.

The Customs National Public Relations Officer, Abdullahi Maiwada, disclosed this in a statement on Thursday. The new framework is expected to enable officers at ports, border posts and airports to identify areas susceptible to corruption, assess the risks and implement specific measures to address them.

Adeniyi said the initiative was developed through collaboration between an internal Customs team, the World Customs Organisation and partner administrations, including His Majesty’s Revenue and Customs. He said the objective was to ensure that integrity remained at the centre of Customs operations.

“These two documents are products of a painstaking process which we have undertaken with efforts from an internal team working together with our partners from the WCO and a number of other Customs administrations that have walked this path with us to ensure that we have a Service where integrity leads,” he said.

According to him, the framework would give Customs personnel a practical and standardised method of identifying corruption risks in their areas of responsibility and implementing corrective measures. “We want to believe that we have laid a practical step, very easy to follow, for all our operatives at the ports, the borders, and the airports, to be able to conduct corruption risk mapping in their places, giving them the opportunity and capacity to implement the action plan to instil integrity in our system,” Adeniyi said.

The anti-corruption framework was piloted in seven Customs commands and specialised units, where 66 processes covering regulatory, core Customs and support functions were assessed.
