Minister of Communications and Information Technology Raafat Hindi and Minister of Labor Hassan Raddad witnessed, on Thursday, October 8, 2026, the signing of a memorandum of understanding (MoU) between the Ministries of Communications and Information Technology and Labor to cooperate on implementing digital institutional development projects for the Ministry of Labor and its affiliated entities.
The MoU also provides for implementing programs to promote digital culture and build capacities, contributing to the development of skills needed to keep pace with labor market and digital economy requirements, while supporting the state's efforts to build a safe and inclusive digital society.
The MoU was signed by Deputy Minister of Communications and Information Technology for Institutional Development Ghada Labib and Head of the Central Administration for Human Resources at the Ministry of Labor Nashwa Abdo El-Shabki. During the meeting, Minister Hindi stressed that developing digital capabilities and skills is a key pillar for achieving digital transformation and building an integrated digital society.
He said cooperation with the Ministry of Labor focuses on two main areas. The first is supporting digital institutional development at the Ministry of Labor by building the capacities of its employees and preparing them to meet the requirements of the digital work environment.
The second is implementing programs to build digital capacities and raise awareness of the effective and safe use of technology, thereby opening broader prospects for youth in freelancing and enabling them to benefit from opportunities offered by the digital economy.
The Minister said the cooperation reflects the integration of state institutions' efforts to expand access to digital capacity-building programs and promote digital culture, while linking training programs to labor market needs. He added that these initiatives will equip graduates and job seekers with job-ready skills required for employment and enhance their readiness to compete in the labor market.
He noted that the ministry is placing increasing emphasis on capacity building in artificial intelligence and cybersecurity. Hindi also highlighted ongoing cooperation between the two ministries to make Labor Ministry services available through the Egypt Digital Portal, which recently resulted in the launch of the employment certificate service on the platform.
He affirmed that joint efforts would continue to make additional digital services available to citizens. For his part, Labor Minister Hassan Raddad said the MoU underscores the two ministries' commitment to strengthening integration between labor and digital transformation systems and leveraging technology to develop services and improve performance efficiency, in support of the state's drive toward a knowledge- and technology-based economy.
The MoU aims to support digital institutional development at the Ministry of Labor's headquarters, directorates, labor offices and vocational training centers across the country through the implementation of multi-level programs to develop and build the digital capacities of employees and improve job performance, in addition to promoting digital culture and encouraging the safe use of technology.
It also aims to expand digital education and qualification programs to cover citizens from various segments of society, particularly graduates, job seekers, visitors to labor offices and the most vulnerable groups. This would contribute to building knowledge-based communities, promoting digital and financial inclusion, and raising citizens' knowledge and skills in a way that enhances their opportunities for digital economic empowerment.
