The Cabinet, chaired by Prime Minister Moustafa Madbouly, approved on Thursday, August 13, 2026, the establishment of an investment fund to restructure and finance struggling factories, targeting companies across several major industrial sectors. The General Authority for Industrial Development will establish the fund following a recommendation by the State-Owned Enterprises Unit.
It will operate as an Egyptian joint-stock company under Capital Market Law No. 95 of 1992 and its executive regulations. The fund will make direct investments by acquiring shares or equity stakes in struggling companies, providing a financing mechanism aimed at restructuring businesses facing financial or operational difficulties.
Eligible companies will include those operating in food processing, engineering, chemicals, textiles, ready-made garments, pharmaceuticals and construction-related industries. The fund’s investments will be governed by an investment policy setting out the conditions and framework for financing eligible companies.
During its weekly meeting, the Cabinet also approved a request by the Ministry of Health and Population to complete the development of the emergency department and laundry facilities at Al-Haram Specialized Hospital. The decision is intended to accelerate construction and complete the project within its scheduled timeframe.
The Cabinet also approved recommendations from the Ministerial Engineering Committee concerning 12 projects under the ministries of housing and transport, allowing the required work to be assigned to companies. Another 41 recommendations covering projects under the ministries of housing, transport, industry and health, as well as Gharbia Governorate, were approved.
The decisions allow additional work to be assigned to companies to complete ongoing projects and make use of investments already spent on them.
