Head of the Egyptian Tax Authority Rasha Abdel Aal confirmed on Sunday, July 26, 2026, that full coordination between the Ministry of Finance, the Authority and the Financial Regulatory Authority has resulted in approving a set of incentives for securities activities to stimulate the stock market and support the economy, within the second tax facilitation package and Minister of Finance Ahmed Kouchouk's directives to encourage investment.
The Tax Authority Chief stated in a press release that amendments to Income Tax Law No. 91 of 2005 and Stamp Duty Law No. 111 of 1980 aimed to eliminate double taxation on dividend distributions, grant cash incentives for companies listing shares on the stock exchange and exempt capital gains from listed securities from income tax while subjecting them only to proportional stamp duty.
Abdel Aal noted that selling unlisted securities was excluded from stamp duty to be subject only to income tax, completely eliminating double taxation. She added that market maker activities were exempted from stamp duty to support the Egyptian exchange and boost trading volumes.
She further said a clear mechanism was established to calculate the acquisition cost of unlisted securities to simplify tax accounting for capital gains resulting from their disposition.
