Prime Minister Moustafa Madbouly directed the preparation of a package of incentives to encourage informal workers, self-employed professionals and Egyptians living abroad to join Egypt's social insurance system and benefit from broader social protection. The directive came during a meeting on Tuesday, July 14, 2026, which was attended by Minister of Finance Ahmed Kouchouk, Minister of Social Solidarity Maya Morsy, Minister of Labor Hassan Raddad, Chairman of the National Organization for Social Insurance (NOSI) Gamal Awad and other officials.
In his remarks, Madbouly said that the initiative is being developed in line with President Abdel Fattah El Sisi's directives to expand social insurance coverage and ensure more citizens have access to comprehensive social and healthcare benefits. Awad said that the National Organization for Social Insurance is simplifying registration procedures and expanding coverage to more groups within the informal economy.
He noted that requiring proof of social insurance registration for the licensing and renewal of commercial transport vehicles has raised compliance among professional drivers to more than 99%, adding that the model could be extended to other sectors. The NOSI head added that the authority is also working to include delivery workers, fishermen, construction workers, traditional artisans, journalists, cinema professionals and employees of civil society organisations under the insurance system, while coordinating with government agencies to improve coverage across the informal labour market.
Meanwhile, Kouchouk said that the government is considering financial and administrative incentives to encourage wider participation, while Morsy stressed the importance of integrating social protection programmes with the insurance system to improve support for vulnerable workers.
Raddad said the ministry is coordinating with relevant authorities to develop practical mechanisms that will encourage informal workers, particularly delivery workers, to join the insurance system. Finally, Madbouly instructed a ministerial working group to prepare a final proposal for the incentive package before submitting it to the Cabinet for approval.
