Prime Minister Moustafa Madbouly affirmed that the government continues its efforts to develop the social protection system in a manner that ensures subsidy reaches those who truly deserve it more efficiently and effectively, as part of the state's approach to enhancing social justice, improving the quality of services provided to citizens, and safeguarding the rights of the most vulnerable groups.
The remarks came during a meeting held on Wednesday, June 3, 2026, at the government headquarters in the New Capital with Minister of Supply and Internal Trade Sherif Farouk to review the latest developments in upgrading the subsidy system and enhancing the efficiency of social protection programs.
Madbouly noted that the development of the subsidy system is part of the state's vision to build a more efficient and sustainable social protection network based on the optimal use of public resources and directing them toward the most needy groups. This, he said, would help improve citizens' living standards and strengthen social stability.
He stressed the importance of continuously updating databases and benefiting from electronic linkage systems among various state institutions to ensure the highest degree of accuracy in identifying subsidy beneficiaries, thereby enhancing transparency and fairness in the management of social protection programs.
The meeting reviewed a number of proposals and visions for updating subsidy mechanisms in line with economic and social changes and for building a more flexible and sustainable system based on updated databases and advanced governance mechanisms that support accurate targeting and efficient resource management.
Participants also reviewed the results of ongoing measures to cleanse and update beneficiary databases in accordance with approved social justice criteria, ensuring that support reaches its rightful recipients while improving the efficiency of the subsidy system and strengthening its ability to achieve its social and economic objectives.
The meeting highlighted the importance of leveraging technological advancements and digital transformation to enhance the efficiency of subsidy and social protection systems, improve transparency, increase the efficiency of public spending, and ensure that support is directed to eligible groups.
For his part, Minister Sherif Farouk affirmed that the ministry is continuing to implement plans to develop the subsidy system in coordination with relevant entities to achieve the state's goals of strengthening social protection networks, supporting economic and social development efforts, and addressing changes in the domestic and global economic environment.
Farouk explained that the ministry's strategy for developing the subsidy system is based on several key pillars, including governance, digital transformation, and integration among government databases, to improve targeting efficiency and ensure fairness in subsidy distribution, in addition to enhancing service quality and simplifying procedures for citizens.
The minister also noted that grievance and review mechanisms remain available for citizens who believe they are eligible for support, ensuring the protection of citizens' rights and the highest levels of transparency and fairness in applying eligibility criteria.
