The presentation took place on Aug. 24 at the Situational Center of the Ministry of Transport of Kazakhstan, where Prime Minister Olzhas Bektenov reviewed the implementation of the President’s instructions on the digitalization of the transport sector and the latest IT solutions being introduced.
Echelon Alpha was presented among the digital technologies being implemented in the transport sector. “President Kassym-Jomart Tokayev has identified the further development of a digital services state as a priority. Digitalization and artificial intelligence must deliver tangible benefits to citizens, businesses and the state.
The government faces the task of accelerating the implementation of practical AI solutions across all sectors of the economy. I instruct that the projects presented today for the technological transformation of the transport sector be fully implemented nationwide as soon as possible,” Bektenov said.
One of the key areas of Echelon Alpha is aviation. The system models a prospective network of direct and transit flights through Kazakhstan, assessing demand, economics and route competitiveness. The model has been trained on data from approximately 200 million flights across 190 hubs and aggregates information from more than 70 open sources.
Cross-checking against government databases showed an accuracy rate of 95%. “Echelon Alpha uses AI to analyze market dynamics in real time and provide a basis for fast and accurate decisions. This is a joint project with the Ministry of Transport: the system builds an optimal network and forecasts the commercial viability of any destination,” said Rakhman Asambayev, CEO of Echelon Alpha.
The platform also enables a detailed analysis of the economics of individual flight paths. For example, when modeling the Hyderabad–Astana–Moscow сonnection, the system takes into account more than 170 airline reports, up-to-date ticket and fuel price data, and compares the potential route with existing connections.
The analysis goes beyond commercial viability to assess the broader economic impact of developing the aviation network, including direct and indirect revenues, tax contributions and wider effects on the economy. According to the presented estimates, the potential overall impact could reach 70 billion tenge (US$154 million) per year, while the estimated economic impact of a single passenger is approximately $25.
However, aviation is only one of the platform’s capabilities. At the core of the system is the Echelon analytical engine, which integrates data from different sectors and models their interdependencies. For example, changes in oil refining volumes can affect the country’s fuel balance, tax revenues, transport and other sectors of the economy.
The digital solution enables these effects to be assessed in advance and different development scenarios to be modeled. Thus, Echelon Alpha transforms large-scale data into real-time scenario analysis, helping decision-makers assess risks more quickly, identify new opportunities and make informed decisions while taking into account the interconnections between different sectors.
