“The State budget for the fiscal year 2026-2027 reflects the state’s commitment to striking a balance between supporting people, stimulating economic activity, and maintaining fiscal stability,” Minister of Finance Ahmed Kouchouk said on Thursday, September 17, 2026.
“The strategy aims to improve debt and debt-service indicators, allowing the government to channel the resulting fiscal capacity into supporting production and exports,” Kouchouk said. This approach seeks to build an economy capable of balanced growth, while remaining responsive to the needs of both citizens and investors.
These remarks came in the "citizen’s budget" report for the 2026/2027 fiscal year, issued by the Ministry of Finance for the 13th consecutive year. Kouchouk noted that this year's budget places major emphasis on advancing reforms to maximize state revenues from both tax and non-tax sources.
“This follows the successful rollout of the first package of tax facilities and the implementation of the second and third packages, alongside customs and real estate initiatives designed to support citizens and investors,” the Minister said. He added that these measures are intended to expand the tax base by voluntarily attracting new taxpayers without imposing additional burdens, leveraging technological automation and modern digital applications to enhance Egypt’s economic competitiveness.
“The budget prioritizes human capital development through substantial increases in the health and education allocations, alongside real wage growth that outpaces inflation rates,” Kouchouk said.
