Finance Minister Ahmed Kouchouk said 17 updated customs guidance manuals have been issued to further facilitate customs procedures by providing clearer explanations and guidance. Kouchouk said in a statement on Sunday, August 15, 2026, that the manuals will be made available in both printed and electronic formats, allowing users to access them easily at any time, ensuring data accuracy and supporting efforts to improve the investment environment.
He added that work is underway to simplify customs concepts and procedures, ensure consistency in customs transactions and facilitate processes for investors, noting that the ministry aims to raise "customs awareness" among employees and investors as part of an integrated institutional reform strategy.
For his part, Customs Authority Chief Ahmed Amouy said the guidance manuals cover and standardize procedures related to pre-clearance, manifests, free zones, authorized economic operators, customs warehouses and temporary admission. He said that the manuals were prepared through sustained collective efforts by customs officials and leaders to review, classify and consolidate customs rules and procedures and turn them into practical references that facilitate trade flows and strengthen cooperation with investors and the business community.
