The US Department of Commerce has issued a countervailing duty (CVD) order on rebar imports from Egypt, with a 23.27 pct net countervailable subsidy rate applied to the Ezz Group and all other Egyptian exporters. The order also covers rebar from Vietnam. The Ezz Group includes Al-Ezz Dekheila Steel Alexandria, Ezz Steel, Ezz Rolling Mills, Al-Ezz Flat Steel, Contra Steel and Al-Ezz Group Holding.
The 23.27 pct rate was established following the Commerce Department’s affirmative final determination that Egyptian producers and exporters received countervailable subsidies. For Vietnam, the US regulator assigned a 6.80 pct CVD rate to Hoa Phat Group and all other Vietnamese exporters.
The US International Trade Commission (ITC) subsequently determined on September 11 that the US industry was materially injured by subsidized imports, clearing the way for the CVD orders. The orders cover rebar classified under HTSUS subheadings 7213.10.0000, 7214.20.0000 and 7228.30.8010 and became effective on September 18, 2026.
