Minister of Communications and Information Technology Raafat Hindy said Egypt is set to expand the number of government services available through the Digital Egypt platform to more than 270 by the end of 2026, up from the current 242 services, as part of the state's broader digital transformation strategy.
Speaking on Tuesday, July 21, 2026, during a meeting with members of the Digital Transformation Committee at the American Chamber of Commerce in Cairo, Hindy said the ministry aims to increase the number of services to around 450 by 2030. He noted that the ministry's strategy is built around five key pillars: digital transformation, technology localization and job creation, digital infrastructure, digital skills development and legislation and governance.
Hindy highlighted ongoing efforts to expand the use of digital identity and electronic signatures while continuing the automation of government entities to improve efficiency, enhance the business environment and attract investment. The minister said Egypt's outsourcing and digital services exports reached USD 5.2 billion in 2025, with a target of USD 8 billion by 2028.
He added that domestic mobile phone production increased from three million units in 2024 to 10 million by the end of 2025, with plans to exceed 15 million units this year and reach an annual production capacity of 30 million units by 2028. He also underscored the ministry's focus on artificial intelligence, noting that Egypt launched the second edition of its National AI Strategy earlier this year and that the Applied Innovation Center has developed the "Karnak" large language model for applications in health, agriculture and education.
On digital infrastructure, Hindy said the government released a new package of mobile frequencies in February and is expanding fifth-generation (5G) services, fiber-optic networks and data centers. More than 1,250 villages have been connected to fiber-optic networks under the Decent Life initiative, he added.
He noted that the communications and IT sector recorded a growth rate of 20.3 percent in the third quarter of the previous fiscal year, the highest among all sectors, with its contribution to GDP standing at approximately six percent and targeted to reach eight percent by 2030.
Participants from the American Chamber of Commerce stressed the importance of continued cooperation with the ministry to support digital transformation efforts while maintaining digital sovereignty requirements and enhancing Egypt's competitiveness in the ICT sector.
