The Cabinet, during its weekly meeting on Thursday, August, 6, 2026, chaired by Prime Minister Moustafa Madbouly, approved a draft decision regulating the disposal and pricing of industrial land, following the expiry of the previous decision governing the matter on June 30, 2026.
The draft decision stipulates that industrial land allocated for industrial projects or under the industrial developer system will be governed by the rules, regulations and procedures set out in the Industrial Development Authority Law No. 95 of 2018 and its executive regulations.
The decision outlines provisions governing land ownership for industrial projects and the industrial developer system. Concerning land ownership through sale, it sets out various payment mechanisms linked to the obligation to complete project implementation and obtain an operating license and industrial registration within three years from the date of land delivery, in accordance with the approved project timetable.
It also requires beneficiaries to comply with all applicable allocation conditions and regulations issued by the Industrial Development Authority or the relevant land-owning entity. The decision allows beneficiaries who have already paid 25 percent of the total land value to apply for an eased payment system.
The draft decision further includes provisions governing the allocation of industrial land under usufruct arrangements or lease-to-own schemes. It sets the per-square-meter prices for land allocated to industrial projects and industrial developers across different governorates.
The approved prices will apply to contracts signed between July 1, 2026 and June 30, 2027. The decision notes that the specified prices for industrial developers apply to industrial land plots exceeding 500,000 square meters. If such land is subdivided into smaller plots below that threshold, the pricing framework applicable to industrial projects will be applied.
