Minister of Agriculture and Land Reclamation Alaa Farouk discussed on Monday, August 24, 2026, with a high-level delegation from China’s Institute for the Control of Agrochemicals (ICAMA), the government body responsible for regulating, registering and monitoring pesticides in China, ways to enhance scientific, technical and technological cooperation between ICAMA and the Egyptian Agricultural Pesticide Committee (APC), and to strengthen the strategic partnership between Egypt and China in the fields of agricultural pesticide management, registration and monitoring.
During a meeting with the delegation, headed by ICAMA Director Huang Xiujie and attended by General Office Director Yang Mao, as well as representatives of a number of Chinese and Egyptian companies, the minister affirmed that the partnership with the Chinese side represents a key pillar of the ministry’s strategy to develop the agricultural sector.
Farouk highlighted the Egyptian State’s efforts to create a favorable investment climate and provide all necessary facilities to attract and empower investments, particularly in areas related to the agricultural sector, foremost among them pesticides and agricultural inputs.
He said the State attaches great importance to enhancing the role of the private sector, promoting local manufacturing and joint investment. He noted that transferring and localizing modern technologies in cooperation with Chinese expertise would contribute to building a national industrial base for producing high-quality pesticides in line with international standards, achieving self-sufficiency and reducing the import bill.
Farouk added that investing in human resources and training young people is among the ministry’s top priorities at the current stage. He noted that the cooperation will include specialized training programs and the transfer of modern knowledge to young engineers and researchers to advance the system of pesticide monitoring and integrated pest management in line with the latest global practices.
The minister praised outstanding efforts of the Agricultural Pesticide Committee, stressing that the ministry would continue to open new avenues for technical and industrial integration and cooperation with the Chinese side in support of sustainable agricultural development plans and the consolidation of food security.
During the meeting, Head of the APC Hala Abu Youssef reviewed the draft memorandum of understanding (MoU) between the APC and China’s ICAMA in preparation for its signing. The MoU aims to establish an institutional framework for exchanging expertise, developing monitoring systems and building technical and research capacities.
The APC Head explained that the Chinese delegation’s visit program includes field and practical tours, including visits to a number of national pesticide factories in Sixth of October City, as well as export farms for citrus fruits and vegetables in Beheira Governorate to assess pesticide use and good agricultural practices on the ground.
For their part, members of the Chinese delegation expressed appreciation for the fruitful cooperation with the Egyptian Ministry of Agriculture, praising the significant development witnessed by Egypt’s agricultural sector and the promising investment opportunities offered by the Egyptian market.
The delegation affirmed ICAMA’s keenness on transferring and localizing the latest global technologies in pesticide manufacturing, develop safe and effective compounds, and provide all forms of technical and training support to Egyptian personnel, contributing to Egypt’s efforts to achieve sustainable agricultural development and enhance its export capabilities to global markets.
